
Julia Haas
Adviser to the OSCE Representative on Freedom of the Media
Julia Haas is an international law expert with a decade of experience at the intersection of human rights, technology, diplomacy, and security. As Adviser to the OSCE Representative on Freedom of the Media, she leads the Office’s digital portfolio and work on healthy online information spaces.
Julia steers policy research and development, and advises states on human rights-based approaches to internet and AI governance. Her areas of expertise include the impact of (generative) AI on freedom of expression, gender and online pluralism, the digital and legal safety of journalists, and information integrity in an evolving geopolitical landscape. Most recently, Julia led the OSCE’s Media & Big Tech Initiative, and edited the Policy Manual on Safeguarding Media Freedom in the Age of Big Tech Platforms and AI.
Previously, she worked as legal officer and human rights adviser at the Austrian Foreign Ministry. Julia sits on the Advisory Board for the Vienna Forum for Democracy and Human Rights, acts as judge at the Oxford University’s Media Law Moot Court, and is the Austrian Rockefeller Fellow with the Trilateral Commission. She holds a Master’s degree in Law and an Information and Media Law LLM. She won awards for her academic work and gender equality efforts.
